"speak for itself" to be so evident that no further comment is necessary.
"speak about someone or something" to mention or discuss someone or something.

It's just a subject verb agreement.
And when you speak about a particular incident we just have to make sure that it speaks or for it and that's how it says that?

The sentence is in present perfect tense as the action was just completed. And the connecting sentence is which is describing the previous sentence is in present continuous tense. But the action has already completed so there is no point in continuing it. So, speaking should be replaced with speaks.
