Speak about something/somebody means to mention or discuss someone or something. Speak for something means to argue or testify for someone or something.

- so if a teacher is lecturing on life on moon - you can say - teacher is speaking about (and not speak for) the presence of water on moon. However, she can speak for students to principal to build a new library.

The sentence is in present perfect tense as the action was just completed. And the connecting sentence is which is describing the previous sentence is in present continuous tense. But the action has already completed so there is no point in continuing it. So, speaking should be replaced with speaks.

Here "Speak for itself/themselves" refers to showing something clearly that doesn't need any explanation to make clear. But "Speak about something/someone" refers to talking about sth/sb. Hence option-B is the best choice.

The sentence is simple present, so never use any option that is related to past, future / even present continuous. "speaks for iself" is simple present and the right option than "speak about itself".

It's just a subject verb agreement.

And when you speak about a particular incident we just have to make sure that it speaks or for it and that's how it says that?

---speak for itself.

The were started from present tense so that rule of tense says this which sentences start to whom it may concern, we will end the sentence as a same tense.

"speak for itself" to be so evident that no further comment is necessary.

"speak about someone or something" to mention or discuss someone or something.

SVA is the only reason here.

I think answer B & D both are correct but for more accuracy B is correct.
