Yes, if to is used in an infinitive (to+v1) then ing is not used but if it is used as a preposition i.e. here in addition to use ing after that.

Due to the existence of in addition and the 2nd sentence has verb as ing form and so the 1st sentence also in the ing form and so the option C.

In addition to + verb + ing can be used.
Ex: My brother asked me if he might record the interview in addition to taking notes.

Always sentences should follow parallelism, as the word in the second sentence is sponsoring parallel word will be enhancing.

Hence their here is plural so reputation and in addition to is a phrase. In addition of is not an option.

If we seek the parallelism here than only option which is parallel with "sponsoring " is "enhancing".

'to' protects the verb written after it just like a model does so 'to enhancing' cannot be correct.

You can't put ing after To.
This violates the rule of To+infinity.

We should not put "ING" form after to. So, I think it's to enhance their reputations.
