Images would be the correct option.
Because, the other option 'clay shapes' would not make the gods and goddesses fit into an ideal mould/paradigm. They just make the craftsman's modelling of clay into different shapes and sizes. 'Clay toys' would be mockery. Moreover, 'Reflections' are normally associated with a mirror or any similar reflector. Images mean 'cast into a specific mould' and hence would be the right answer.

Answer is images because,
1. Reflection can't be worshiped.
