Here this is not the question why he did not speak the truth but "Can you tell me " is the question which is being asked by the speaker (subject) of the sentence who already knows he told a lie but why (reason).

The answer is why did not you speak. A question will be followed by a verb and not should come after a verb.

'..Why did you not speak..' is an indirect question. So it must not be in question form. We have to change the word order.
