Rule:.
After words like "make, bid, feel, hear, see, watch, behold, dare etc. " we use "bare infinitive". For example,
I heard him speak on several problems. Here heard him to speak can not be used.
He dared not come near me. Here, also to come is not used.
Similarly, in "to make both ends meet", we can not use "to" before meet because it is preceded but make.

Both ends meet is incorrect. The proper phrase is "to make ends meet".

To make ends meet means to make both ends meet, so C is also correct and it means their salary is too low to pay for the things they need.
