There is no need of be because it is not a passive scentence.

When we are using active voice we need to use should and for passive voice should be.

"It was unanimously resolved" first part is passive, why 2nd part is active?

Because the body who will undertake the launch of programmes that means the parties are present in the sentence that's why it active.
