It is passive voice sentence.
For active voice: Sentence formula -> can + 1st form of the verb.
For passive voice: Sentence formula -> can be + 3rd form of the verb + by.
That's why the answer is right.

By indicates instrumental case i.e. to show how things are achieved in other words 'means' whereas from indicates mainly ablative for ex : He started travelling 'from' Mumbai.
