Had seen is used when we are refering to the past and is not linked with the present. But here there is a link with the present. So had seen is not used.

It was 14years when I had seen him is the correct way.
But here it is given as "it is 14 years" so "when I saw him" is correct.
But here it is given as "it is 14 years" so "when I saw him" is correct.

Had seen is used when the sentence contains other part of the sentence in past simple tense. 'saw' is correct.
