If two actions occurred in the past, the first action should be mentioned in Past Perfect Tense(had worked) and the second action should be mentioned in Simple Past Tense(passed).

"He worked hard for it" is also the right answer but had not given in the answer go for had worked hard. "worked hardly" is wrong itself.

Here two actions happened in the past i.e

1) Worked hard
2) Passed.

But before action 2, action 1 took place. To describe the first action that took place in the past, we use past perfect tense i.e 'had worked hard'.
