We can't use "ing" form of the verb with "to" always 1st form of a verb is used with "to" to make the infinitive like "to teach" not "to teaching".

Amit is correct.
"to" is always followed by the first form of the verb.
Don't know about the others but "to" is definitely not an option.

Here in this question to + taking is the right answer because taking is a continuous work done. So it can be treated as a verb.

I think 'to' is not the best answer for the sentence. If so, the sentence should continue as 'to take' but not 'to taking'.

There always be the first form of verb after word "to".
So here taking is used thus to can not be the true choice here.

To cannot be the answer because to always follow a root word. To +ing can not be possible. Better you try yourself.

If the right answer is 'to' then 'taking' should be changed to 'take'.
