"Smiles with" looks best as "smiles on" and "smiles over" suggest as if you're making fun of someone and that is not the idea here.

Most of you are getting it wrong. This sentence [if I am correct] is a saying. This sentence means 'fate favours'. The smile is not seen-it does not have to be physical.
