'Insist on' has a positive sense suggesting a determination to do something: Strict parents insist on their children doing their homework every evening.
'Persist in' indicates something negative as it suggests continuing to do something despite opposition or disapproval from outside as in: Although strict parents insist on their children doing their homework, many children persist in disobeying their parents and never do their homework.

Don't you think persist should always be accompanied with on. So persist is wrong in my view here. Kindly explain.

Right. The answer is correct "persist". However, I strongly feel it should be "persists on" rather than "persists in".
