Keep up-->Maintain a required pace or level. Here we are talking about longer period of time.

Afford-->Have the financial means to do something or buy something. It means one may do something now but in future he may not be able to do.

So option D fits well.

Option D is apt. There is no choice to confound anymore.

Afford is inappropriate because it should be used in positive sentences.

And in option A "removed" is inappropriate because assets cannot be removed.

Land (asset) cannot be destroyed nor created. It can be converted to cash (liquidated).
