The answer has to be 'sober'.

Reason:

2. Varun had been to a cocktail party, where most of the people drink (alcohol), and it is difficult to be sober under the circumstances.

@Shubham- Sober means just "not drunk" and wise means a person able to take proper decision with his past experience at proper time That's why it is mentioned "as a judge".

A judge can also be drunk. But he must be wise. So in the question varun is compared with judge. I think now you will get my point.
