Historical refers something from past either imp or not. Historic means some important things/events/acts from past. Since decision were taken and it must be important so it will be historic decision.

Historical is used for things that are already happened whereas.
Historic in this question make a sense that the decisions taken by them at the meeting will creates history in future.
So I think B is the correct answer.
