When verb comes it is followed by with to next.
Here the shops are......of people .
It means here if 'of ' is not there we can use Crowded with..busy with.
So as 'of' is there we will use first form form of verb that full rather than adverb or other form like filled..crowded.
If 'ed' comes it ends with 'with'.

The preposition "with" is used after crowded, and "of" is used after full as per grammar rules so full of is correct answer.
