Rose basically used for "Growing or coming out of something" like water level, sun rise, moon rise, inflation rises etc (physical form).
Arose is basically used in more abstract sense such problem arose, opportunity arose/arises etc.

Because in this time is mention so we use simple past tense. So we use rose. Rose is the v2 of rise.
