Cut down=====.>Reduce the amount of something you do or use.
Cut out========>To remove a piece of something, using knife or scissors.
Cut off========>To remove a piece from something using sharp tool.2 to stop supplying electricity,gas,water supply.3 also to separate someone or something.
Cut away===========> Similar to cut off means separate someone or something.

Cut off can be used in different sense as above.means separate someone or something gets less preference when we use cut off whereas in cut away it takes 1st preference or most appropriate meaning .hope now clear ,so cut away is more suitable answer.

option d is not correct,because "cut down"===>"reduce the length"
option c is also not correct,"cut out"===>"remove from inside by cutting"
but "cut off"===>"isolate from something"..
why not option b???
