The answer should be 'acquiring' because of the word 'be' preceding it. 'be' gives the sentence a present continuous tense. The word 'be' would not have been there if the answer would have to be 'acquire'.

After "be" there always comes 3rd form of verb. So, according to me either the question is wrong or the options are wrong.

The answer should be 'acquiring' or else if the answer has to be 'acquire' then from the question remove the 'be' part.

Also the last part seems to be awkward "By fair means or foul". I would rather have it "By fair or foul means".
