We should look at the meanings of P, Q, R, S and follow the sequence of the actions took place in the matter here. Heard hue and cry first then nervous then did not know (at a loss) what to do?

Here, the correct order is "he was nervous and did not know what to do".
So QPS should be the correct order. And option A is the only option.
