Here ' by this time ' represents the time when police dispatches. . And the sentence ' reports of violence were flooding in ' is past. So we can't use that with the phrase ' by this time '. So answer C is correct.

The answer has to be D only and I also have a strong objection to the answer C because the last word of R "in" and Starting a word of P "at" will not come continuously.
