I think the sentence should read "She was leading a young man wearing a hat" and it will make perfect sense and logic.

Someone will have to explain this to me.
According to the correct answer it reads.

"A black haired young woman came tripping along. Both disappeared from view. She was leading a young woman wearing a hat. The young (man?) tossed his head to shake the hat back. The woman swept it off and tossed it in the air. The (child?) jumped up to catch the hat.
