In questions below, each passage consist of six sentences. The first and sixth sentence are given in the begining. The middle four sentences in each have been removed and jumbled up. These are labelled as P, Q, R and S. Find out the proper order for the four sentences.

P : Cost benefit yardstick thus should not be applied in the case of universities.
Q : The current state of affairs cannot be allowed to continue for long.
R : Universities cannot be equated with commercial enterprises.
S : Proper development of universities and colleges must be ensured.
S6: The Government should realise this before it is too late.

Q is obvious as all options start with it.

R should be followed up by P, read these two and you will understand for yourself.

Now remaining one is S. So we need "RP" in this order and that is only in option A.

QSRP cannot be the choice even if it was given. S contains "must" which concludes/solution. Hence last is S.

P can only follow from are - it implies that unless a university is treated as a commercial enterprise cost benefit yardstick should not be applied.

The next step is a choice between QSRP and QRPS. Since QSRP is not given, this step is reduced.
