In the United States, "what's sauce for the goose. . . Gander" has traditionally been used to mean that whatever applies to a woman should apply to a man as well. The saying goes back to long before the women's movement. Its literal meaning comes from cooking poultry: male and female geese would be served with the same sauce.

Sauce for the goose is sauce for the gander. Used for saying that if something is good or acceptable for one person it is therefore good or acceptable for another person.

D should be the answer since idioms are about generically deciphering the meaning, not taking certain contexts into consideration.
