A is the correct answer not B.

Tall order means "difficult".

I think if you will focus on other part of the sentence, you will understand that B is correct answer: "difficult to expect", "too much to expect".

When it's time for doing a task or job, the meaning is 'difficult' like in the sentence. Asking me to wake up at 5 AM is a pretty tall order. Difficult is the main meaning of this idiom. But sometimes meaning varies in the sentences. In this sentence 'too much' suits to the verb expect.
