If its " on and on " then its everyday that is regularly, since it is "off and on" it means not regular that is occasionally.

I think, OCCASIONALLY is the right answer. OFF AND ON means sometimes he goes, sometimes he does not.

It should be regularly, off and on means intermittently I guess, (now and then), so it should be regularly.

Occasionally means sometimes. Regularly means after a fixed interval.
