I guess if the people of village will be self suffice of food and clothing they can come in main stream. Thus C is correct answer.

I guess 'B' would have been the correct answer, had it been Urbanization instead of Industrialization. For Since, Industrialization refers to the process of social and economic change in society whereas Urbanization is the process of formation and growth of urban areas by replacing rural areas.

C is correct because Gandhi is talking about poor Indian villagers, their problems and how they can be self-sufficient.
