What needs to be set right is our approach to work. It is a common sight in our country of employees reporting for duty on time and at the same time doing little work. If an assessment is made of time they spent in gossiping, drinking tea, eating "pan" and smoking cigarettes, it will be shocking to know that the time devoted to actual work is negligible. The problem is the standard which the leadership in administration sets for the staff. Forgot the ministers because they mix politics and administration. What do top bureaucrats do? What do the below down officials do? The administration set up remains week mainly because the employees do not have the right example to follow and they are more concerned about being in the good books of the bosses than doing work.

It is option D.

When we talk about work no one is interested in it because bosses are having their own partial employees. Who is closest to them and this led to demotivation to other employees and after that person who is working with the company from a year or so he quits and moves towards a better opportunity and that company or firm losses a great asset who is having more ideas than that boss or that employee no offences.

I feel answer is D as the passage talks of both the leadership in administration and the employees outlook rather than just employee outlook. Can anyone please give the justification for the given answer which is B.

[D] is one of the reasons of employee's poor perception. The gist of the passage is actually stated in the very first line. Rest of the paragraph is its explanation.

This answer is both D and B, one cannot have workers that are lazy to continue business, nor can a business have leaders that are not leading or making sure the work set out is being completed.

Because the writer first through light on the wrong behaviour of the employess and then gives reason for their bad work ethics.
