They are comparing manned and unmanned missions. Manned missions are expensive as told above. Thus unmanned mission in the first blank.

According to me it has to be space mission. Because first comes the mission and then the type "unmanned" (the one employed with machine intelligence).

Because manned means there are people involved while unmanned is no people involved. For example, there are spacecrafts that doesn't have any people in them, and are controlled from a distance, that's unmanned.

Closet test, in this test they had given a paragraph with 5 blanks. You have to fill the blanks with appropriate answer. The multiple choice for each blank is given as 1 for the 1st blank.
