By whom + helping verb + object + main verb into third form.

When we remove 'by whom', the remaining sentence should look in interrogative form only
when we start an interrogative sentence without using 'question tags', we use helping verb to frame an interrogative sentence, that is the reason why option D is correct.

The option is wrong.

The answer should be 'B'. Because the the sentence is in present continuous form and it might be changed into its perfect form with using 'being' word.

There was an auxiliary verb 'is' in the question. So at the time of passive voice we have to write 'by whom+auxi+obj+being+3rd form.
