How it can be C? Could not have been done? Do you think it's correct?

Hi friends! I have one doubt. In which cases we use have been done?

Hi friends, I have an problem with this answer of the question because we put have verb after plural number but the mischief is singular number.

Sentence is in a present perfect because of "have done".

So.

In present perfect, we use "have, has with" been with the object. The action word remains in past participle form.
