He s said to be very rich it means here some one telling that he was rich so option (B) is correct.
And option (B) also seems same statement but things only represented by it persons in singular form represented as he.

Change voice is totally present on the tenses, so my suggestions to all of guy please refer all the tense and then prepare for voice. Its important suggestion so follow rules. When I king all are my rules.

"Said to be" is directing to the people.
In the given options, people as an object has taken otherwise you can take any pronoun.
