Suppose you being a person let us assume Aakash.

Now as per the original answer by indiabix no where it is understandable that Aakash needs to clean his own shoes rather the inference from the answer is Aakash's shoes needs to be cleaned, which can be done by any one so with the change of voice the answer given is not the correct answer.

The correct answer should be "Your shoes needs to be cleaned properly by you" since the correct answer is not being provided in the option so one has to pick the closest one which unfortunately here is option C.

Despite of bringing wrong inference the correct answer in this regard in Option C

Eg:.

Active- He picks me up at 10.
Passive- I am picked up at 10.

Active- I am speaking with him.
Passive- He is being spoken with.

In such cases, it is not compulsory to put the subject in passive form.

See it is simple because as we know that if any sentence have model like should, could, can, may need, dare etc then it must be used BE for converting it into passive we should use BE.

As we are talking about shoes i.e., the plural we are supposed to use 'need' but not 'needs' in the sentence.

Here need is not the verb. Clean is verb. So its 3rd from applied. And to cleaned is incorrect so "to be cleaned".

If the subject(your shoes) is regarding to the object(you) so no need use "by you" at the end of the sentence.

In active Voice, it to comes then in the passive voice, to becomes to be. So the answer C is correct.
