If I am to consider the real antonym of obeying, the most appropriate answer is disobeyed. I think the order is not the best opposite unless otherwise.

So definitely the antonym of obeying will be ordering -means to give orders to someone.

I think ordering is dubious in meaning _ order to act - order to purchase etc.
Arrange in order, but refusing is denial always and it is more nearest to opposite of obeying.

Having choice to choose whether they accept or reject.
