Actually both obeying and refusing maybe correct. If you are the one to order then you are not the one who will obey. So it is also acceptable. But if this is a test in an entrance exam the answer should be refusing.

The opposite of obeying is disobedience and in this case the closest answer is refusing. Correct me if I am wrong.
