Refusing is not used in case of order only. It also used in help, asking, offering, etc. So @Sundar is true, ordering is correct.

I think that obeying refers to abiding by someone's order or rules and regulations and refusing refers to refuse someone's order or rules and regulations.

So, in my point of view the authentic antonym of obeying is refusing.

If we think in the way that obeying means to follow the order and ordering means to give the order then we can say ordering us correct answer.
