Because ordering is related to not doing that work.

So I think the answer is ordering.

I accept with @Sundar because Obey meaning we are accepting and then we follow. In spite of following, we are ordering is the correct antonym. In case if ordering is not there refuse is the correct answer, Am I right?

If there are two parties/ person opposite to each other and.
They have some offer/order then if one 'obey' what will do opposite party/person.
Simply 'refuse'.
If there is not refusing, then we can think about ordering as an antonym. But here it's refusing.
