Ordering is correct.

Because ordering is related to not doing that work.

And obeying means doing that work.

Refusing is all about alternate thing person can refuse and my be he or she not refuse!

So I think the answer is ordering.

[if someone gives me an order than I may obey and I may refuse].

Correct me if I am wrong and give a suggestion.

I accept with @Sundar because Obey meaning we are accepting and then we follow. In spite of following, we are ordering is the correct antonym. In case if ordering is not there refuse is the correct answer, Am I right?

Refusing must be correct.

No need to be confused and go to answer.

If there are two parties/ person opposite to each other and.

They have some offer/order then if one 'obey' what will do opposite party/person.

Simply 'refuse'.

If there is not refusing, then we can think about ordering as an antonym. But here it's refusing.
