The hypotenuse will be at 45 degrees thus the 45-degree set square can be used to draw a perpendicular to that line.

By placing either of the sides of the 45-degree triangle against the horizontal line the other side is perpendicular to that line. The hypotenuse will be at 45 degrees.

Drafting machine or any triangle and scale or any two triangles can be used for drawing perpendicular drawings.
