Vertically is correct answer because when you rotate clockwise 90° HP plane it should coincide with VP or vertical plane.

Is planars same as projections?

It depends on viewer which angle of projection he used 3rd angle and 1st angle. So the answeris (c). According to the planar views.

Dependent on projection angle method used, 1st angle projection or 3rd angle projection. Therefore, the views align according to the planar views (projection planes).

Excuse me! The first angle projections says that top view and front view aligns in vertical manner beside the bottom view.

The distance between left border to right border of the front view and top view coincide. Hence the alignment is horizontal.
