Because generally floor area is consider as constructed area so first we refer floor plan accordingly other drawings can be develop.

It is so because first of all a person decides, how how would like to segregate his spaces for that he needs a plan showing the distribution of spaces. Rest of the things like elevations, sections etc come in respect of the plan.
