Here, simply when we see in the lower side figure no. 1, shifted 3rd step is shifted to the same side in each figure and in the upper side figure no. 3 shifted 1's position in each figure.
So the correct answer is 1.

Think of it as numbers, 1-2-3-top 4-5-6 bottom.
Figure 1-2 (3-4 & 5-6) the following positions change.
1 -> new symbol.
2 -> 5.
3 -> 1.
4 -> 6.
5 -> 4.
6 -> 2.
