I agree option E is the right answer.

The last time the little line segment was on the bigger line (figure C), the little line segment moved 3 steps.
Now when the little line segment once again is on the same bigger line as in Figure C, but on the opposite side we move 3 steps again, that is Figure E.

The line with added edge (---') which is called line segment moves in a particular order. The order is 2, 1, 3, 1, ? If you observe the order after 1 the number is increased. So the series becomes 2, 1, 3, 1, 4. So answer is E.

The number 1 is repeated then why not another digit can repeat in the sequence.
Like., 2,1,3,1,3
