In option 1, the resultant figure is a leaf, so it is not complex.
In option 2, the resultant figure is a square with 4 circles at its corners, it is not so much complex.
In option 4, the resultant figure is a circle with a straight line, a trapezium and 2 trapeziums without the longer base. Thats not complex.
But,
in option 3, the figure gets complicated since first a T shaped figure gets added,then a vertical line gets added, then two opposite arrows are added and at last again two arrow marks facing each other are added. Thus making the resultant figure complicated. Hence, it fulfills the rule.
