According to me, the "first column gets priority over second cloumn". But when I think about it;

Black circle turns into white, turns black again because it alternates/is a frequency pattern (?). And the top/bottom two circles move two steps and rotate 45 degrees each step.

So, if big rectangle in cloumn one was black, it would have been black in cloum three as well.
