In first row if we reverse only one arrow we get second one, and if we reverse both the arrows of second we get third.
Similarly, in third row if we reverse only one arrow we get second one. Hence 2 is correct.

If arrows is in same direction then the arrow in third column will be in opposite direction and if arrows is in opposite direction then arrow in third column will be same as first.

I worked this out differently still.
Second column - one arrow reverses direction.
Third column - the other arrow reverses direction.
Also renders the correct result.

We can also solve by looking at the figure column wise where in each column first arrow remains same while second arrow rotated by 90 degree for the next row.
