The shape on the bottom that contains semicircles all you do to get the circle is to flip them around to make the circle. So for the top, you would do the same, which will result in the answer of B (2). Just turn them around to make the shape.

It's simple you nothing needs to do, let me give you a trick by using the answer. Check the answer and when you cut this hexagon by a line you will easily understand.

Easy Explanation.
The circle is read left-to-right, not right-to-left.
Answer = bottom left circle is stacked, you flip the top circle to make a full circle on the bottom right, and you must remove the line between the circles to have the full circle. When you do the same to the top left, and you get the answer B.
