All the other figures when rotated clockwise or anti clockwise, can make similar shapes as others, but figure 3 can not be made by any kind of rotation. So, it can't be rotated into others which make figure 3 the odd one out.
Try to take figure 1 and rotate CW and ACW, you will get figures 1, 2, 4, 5 but not 3. Thus the answer is figure 3.

C is the correct answer. When figures except C have rotated either clockwise or anticlockwise the position of dot and circle doesn't match with option C. Do Focus on dot & circle position.i.e dot left bottom and circle right top.

You can see that the figure is like on one side is black and on other side white and the answer is (c) is because of it's direction is on east and west and all of them are on north and west that is why the answer is (c).

Figure 1, 2 and 4 are rotated in the ACW direction and Figure 5 in the CW direction.
Figure 3 cannot be obtained by rotation because non doted circle side goes up instead it should be downward while rotating.

But my view of solving this is, the stick is rotating anti-clockwise, so as per the directions, the last stick at number 5 should be the odd one out.

If we rotate anticlockwise, we don't get C because in C, we should get black in upwards direction and white in downwards.

As per my view, E is the correct answer. If we rotate acw 45° except E all are matching.

I observed continues Rotation in anticlockwise so answers is E.
