I think option A is wrong option C is right. Because in all other figures out of 4 leaves 3 leaves are placed at equal 90-degree angle. In option C, all leaves are in different angles.

Shape 2 & 3 can be rotated opposite to each other.
Shape 4 & 5 can be rotated right angle to each other.
But Shape 1 cannot be rotated like that.

You can make shape 3, 4, 5 from shape 2 by rotating but you can not make shape 1 from 2nd shape.

I think in all the figures it can be rotated in both the direction but with less than 360 degree angle except figure 1 which take more than 360 degree angle while rotating anti clockwise.
