Two adjacent blocks are facing in the opposite direction such as they form a closed loop.

In option D, none of the 4 elements is opening outside towards the edge, why not D?

In option (C) the edge is opening in outside direction, where the edge is opening in the same direction in (A).

Then the answer should be (A).

Answer C is correct we have four directions North, south, east, west.

Each element in each figure faced one direction that differs from the other except in figure3 the upper right element looks to north direction and the left bottom though.

In option C, the two elements are opening in the same direction, whereas in other options all the four elements are opening in a different direction. Hence the answer C is correct.
